What kind of an organ is the preparatory committee of the MSAR?


On March 31, l993, the Eighth National People's Congress at its First Session adopted the "Decision of the National People's Congress on the Method for the Formation of the First Government, the First Legislative Council and the First Judiciary of the Macao Special Administration Region". The National People's Congress shall establish a Preparatory Committee for the Macao Special Administrative Region, which shall be responsible for preparing the establishment of the Region and shall prescribe the specific method for forming the First Government, the First Legislative Council and the First Judiciary in accordance with this Decision. The Preparatory Committee of the MSAR was established in Beijing on May 5, l998, consisting of 40 members from the mainland and 60 from Macao. Mainly responsible people of relevant departments from the Central Government and various localities, who are involved fairly frequently with Macao affairs, and experts and scholars, compose the mainland members. The members of Macao come from a wide spectrum of society including industrial and commercial sectors, the professionals, labor, social services, and the religious and political circles and are widely representative. Under the Preparatory Committee are four subordinate working groups of political affairs, law, economy and social culture. During the one year and eight months, the Preparatory Committee, following the Basic Law and relevant regulations of the National People's Congress and its Standing Committee, have done huge amounts of work with remarkable results and satisfactorily completed all the work relating to the preparations for the establishment of the MSAR. On December 25, 1999, the Standing Committee of the National People's Congress approved the report of the Preparatory Committee on the conclusion of its work.
