What are the main contents of the Sino-Portuguese Joint Declaration on the Question of Macao?
The Joint Declaration consists of four parts: "Joint Declaration of the Government of the People's Republic of China and the Government of the Republic of Portugal on the Question of Macao", Annex 1 "Elaboration by the Government of the People's Republic of China of its Basic Policies Regarding Macao", Annex 2 "Arrangements for the Transitional Period", and "Memoranda Exchanged Between the Chinese and Portuguese sides". The main content of the Joint Declaration is: Macao is Chinese territory, and the Chinese Government will resume the exercise of sovereignty over Macao with effect from 20 December, l999. A Macao Special Administration Region (MSAR) of the People's Republic of China will be established, where "one country, two systems" will be practiced. The current social and economic systems and life-style in Macao shall remain unchanged for 50 years. There will be no basic change of laws. The MSAR shall enjoy a high degree of autonomy, except in foreign and defense affairs, which are the responsibilities of the Central People's Government. It shall be vested with executive, legislative and independent judicial power and that of final adjudication. Subject to the principle that foreign affairs are the responsibility of the Central People's Government, the MSAR may on its own, using the name "Macao, China", maintain and develop economic and cultural relations and conclude relevant agreements with states, regions and relevant international organizations.
