Information on the major officials and the Procurator-General of the MSAR
On August 11, l999, in accordance with the nomination of Edmund Ho Hau Wah, Chief Executive of the MSAR, the State Council appointed seven major officials and the Procurator-General of the first government of the MSAR, who assumed office on December 20, l999. The major officials are: Florinda da Rosa Silva Chan, Secretary for Administration and Justice, Francis Tam Pak Yuen, Secretary for Economy and Finance; Cheong Kuok Va, Secretary for Security; Fernando Chui Sai On, Secretary for Social and Cultural Affairs; Ao Man Long, Secretary for Public Projects and Transportation and Cheng U, Commissioner against Corruption and Fatima Choi Mei Lei, Director of Auditor. The Procurator-General is Ho Chio Meng.

Florinda da Rosa Silva Chan, Secretary for Administration and Justice. Born in June, l954 in Macao. Graduated from International Open University of Asia in Macao and obtained master degree in business administration. Division Chief, Division of Textile Negotiations from l983 to l985. Served in the Macao Liaison Office in Brussels. Division Chief, Division of Quotas Control from l987. Promoted to Deputy Director of Economic Services Department in l995, and in October, l998 became Director of the same department. Joined the training class in Beijing sponsored by the government of Macao in July, 1993 and spend one year in Beijing Languages and Cultural University studying Chinese and Administration. Became Secretary-general of the Economic Committee of Macao in the same year. Secretary to the Presidium of the Center for the Transfer of Productivity and Science and Technology from l998. Once a member of the Standing Committee of the Consultative Committee for the Basic Law of MSAR. Now Director of Economic Services Department, Vice-chairman of the Economic Committee of the Macao Government and Chairman of the General Committee of the Center for the Transfer of Productivity and Science and Technology and a council member of the Association of the Basic Law of MSAR.
Francis Tam Pak Yuen, Secretary for Economy and Finance. Born in May, l949 in Macao; ancestral home in Taishan, Guangdong Province. Obtained British Senior diploma in business management, and a diploma in Law of China at East Asia University, Macao and bachelor's degree in Business Administration at the same University. Member of the 9th National Committee of the Chinese People's Consultative Conference, Macao region, member of the Preparatory Committee of the MSAR and a member of the Selection Committee of the MSAR. General Manager of Lun Hap Garment Factory in Macao. Deputy Director of Macao Association of Manufacturers. Member of board of directors of Macao's Chinese Chamber of Commerce, member of the Guangdong Provincial People's Political Consultative Conference, a council member of the China Overseas Friendship Association, and executive member of the All-China Federation of Industry and Commerce, and Council Member of China Association for Promotion of Glorious Cause.
Cheong Kuok Va, Secretary for Public Security. Born in February, l956. After graduation from secondary school in l975, joined Public Security Police of Macao. Served as deputy police sergeant in l982. Became Section Chief of Immigration Affairs, Immigration Bureau in 1989. From l99l-l993 took an advanced course of Security Forces of Macao. Became Deputy Chief of Police Department of Macao in 1993. From l994-l996 responsible for special police division of special police force. Promoted to Deputy Chief of the Police in January, l995 and Chief of the Police in January, l997. Upon completion of a training course on leadership and operations control, appointed Deputy Director for the affairs of the security forces. Became Director in February, l999.
Chui Sai On, Secretary for Social and Cultural Affairs. Born in January, l957 in Macao. A senior bachelor in City Hygiene Administration, California State University, PhD in public Hygiene at Oklahoma State University, registered member of the Association of Public Hygiene, USA, registered member of the US Association for the management of Medical Affairs, tutor in the Chamber of Commerce for International Youth. Served as member of the Fifth Legislative Assembly of the Macao Government, member of the Youth Committee of the Macao Government. Now concurrently headmaster of the Kiang Ping School, Macao. Executive manager and director of Medical and Health Department of the Tung Sin Tong Charitable Institution. President of Macao Jaycee. Vice President of the Association of the Management Professionals, Executive Director of Macao Kiang Wu Hospital Charitable Association, President of the Youth Association of the Kiang Wu Hospital, board member of the Macao Eye-Bank Foundation, Honorary President of the Association of Nursing Staff of Macao, guest professor of the Huanan Teachers Training University, member and Standing Committee member of All-China Youth Federation.
Ao Man Long, Secretary for Public Projects and Transportation. Born in December, l956 in Macao. Bachelor in mechanical engineering at the University of Taiwan and Master of Business Administration at the University of Macao. Obtained the title of senior engineer. Joined public service in l987 and served as division and department chiefs and head of the hygiene department in the Municipal Assembly. Appointed Deputy Coordinator of the Macao Government's office overseeing the local refuse incineration plant and water treatment plants in 1992 and became Coordinator in August, l998. Now serves as member of Macao Government's Council of Science and Technology and Renovation, Board Director and member of Administrative Committee of Macao Port Management Co. Ltd, Council Member of the Chinese Mechanical Engineering Society and member of China Society for High Technology and Industrialization.
Cheong U, Commissioner Against Corruption. Born in November, l957 in the mainland of China. Graduated from Hao Gong Secondary School. Obtained his bachelor's degree in public administration at the University of Macao and the National Institute of Public Administration of Portugal and Master of Public Administration at the Zhongshan University in Guangzhou City, Guangdong Province of China. Member of the Second Municipal Council of Macao. Engaged in education for some time. Director of public health and environment of the Municipal Islands Council. Took part in the sixth legislative assembly election in l996 and later appointed member of the Municipal Islands Assembly. Vice-chairman of the Executive Committee of the Municipal Islands Council. Now Vice-chairman of the Executive Committee of the Municipal Islands Council, Macao. Member of the Selection Committee for the first government of MSAR, People's Republic of China, member of the Municipal Islands Assembly, Deputy Secretary-general of the Macao Association of Public Administration.
Fatima Choi Mei Lei, Director of Auditor. Born in June, l958 in Macao. Obtained MSC degree in statistics and BSC degree in mathematics from the University of Essex, England. Assistant and assistant researcher in Hong Kong City Polytechnical University and Hong Kong Chinese University from l985 to l986. Joined the statistics and census department of the Macao Government. Successively served as senior technician, department chief of social affairs and accountants from l99l-l995, Deputy Director (from l995) and Director (in November, l997), thus becoming the first Chinese official at director's level after localization. Joined the first travel programme to Portugal, and went to China on vocational training course. Attended a number of international conferences. Served as Director of the statistics and census of Macao Government.
Ho Chio Meng, Procurator-General of the Procuratorate. Born in April, l955 in Macao. Moved to the mainland of China with his family in l958. Worked in an import and export company of foodstuffs under the Guangzhou Bureau for foreign trade from l972 to l979. Studied law at Southwest China University of Political Science and Law from l979-l983. Ph.D. in economic laws of Law College of Beijing University. Served in Guangdong Provincial People's High Court from 1987 to 1990. Resettled in Macao in l990. Went to Coinbra University in Portugal to further his study in the Schools of Arts and Law, with qualifications tantamount to the Portuguese bachelor's degree in law. Served in the High Commissioner's Office Against Corruption of Administrative Illegality in l993, and in l996 became assistant commissioner. Serves now as Deputy High Commissioner in the High Commissioner's Office Against Corruption of Administrative Illegality.
