What kind of an organ is the Chinese Commissioner's Office in Hong Kong and what are its main functions?

The Commissioner's Office of the Chinese Foreign Ministry in Hong Kong Special Administration Region is an organ which the Foreign Ministry of the People's Republic of China has set up in the HKSAR in accordance with the provisions of the Basic Law of the HK Special Administrative Region of the People's Republic of China to deal with foreign affairs relating to the HKSAR.

(l) The main functions are:

a. to deal with foreign affairs relating to the HKSAR, which is the responsibility of the Central People's Government.

b. to coordinate matters relating to: a) HKSAR's participation in international organizations and conferences, b) the setting up of offices in HKSAR by international organizations and agencies, and c) the holding of governmental international conferences in HKSAR.

c. to deal with matters concerning the implementation of international agreements in HKSAR; and render assistance to the HKSAR when the latter, authorized by the Central People's Government, holds negotiations with foreign countries with a view to concluding bilateral agreements.

d. to coordinate matters concerning the establishment of foreign consular and other official or semi-official missions in the HKSAR.

e. to handle matters concerning access of foreign state aircraft to the HKSAR and access of warships to the ports of the HKSAR.

f. to deal with other matters as entrusted by the Central People's Government and the Chinese Foreign Ministry

(2) Functional Departments

In keeping with the above functions, the Commissioner's Office divided into the following five functional departments or offices:

a. the general office

b. the policy research office

c. the international organizations department

d. the treaties and laws department

e. the consular department
