2018/09/28

Your Excellency Privy Councilor Palakorn Suwanarat,

Your Excellency President Pornpetch Wichitcholchai of the National Legislative Assembly of Thailand,

Your Excellency Madame Li Bin, Vice Chairperson of the 13th National Committee of the Chinese People's Political Consultative Conference (CPPCC),

Your Excellency Mr. Weerasak Kowsurat, Minister of Tourism and Sports of Thailand,

Diplomatic envoys in Thailand,

Chinese compatriots in Thailand,

Ladies and Gentlemen,

Friends,

Good evening! We are here today to celebrate the 69th anniversary of the founding of the People’s Republic of China. I wish to extend, on behalf of the Chinese Embassy in Thailand, a very warm welcome to all our guests.

The extraordinary journey over the past 69 years has seen the Chinese people, with concerted and determined efforts, launch the great cause of socialism with Chinese characteristics, improve considerably people’s living standards, and elevate China’s international standing. The Chinese nation has achieved a tremendous transformation, as it has stood up, grown rich, and become strong. We are proud of and inspired by the remarkable achievements of our country.

This year marks the 40th anniversary of China’s reform and opening up. What has happened proves that reform and opening up is a crucial move that shapes China’s future. It has brought enormous changes to China. Over the past 40 years, China’s GDP has averaged an annual growth rate of around 9.5%. The per capita disposable income of Chinese residents has increased nearly 23-fold, and more than 700 million Chinese people have been lifted out of poverty. China, a country used to be poor and backward, has grown into the world’s second largest economy, the largest industrial producer, the largest trader of goods and the holder of the largest foreign exchange reserves. Dramatic changes have taken place in our economy and society. In the meantime, China’s reform and opening up has also greatly influenced the whole world. China, as a supporter of and participant in economic globalization, has lent strong momentum to the stable growth of world economy. China’s contribution to world economic growth has surpassed 30%, making China a driver and frontrunner of economic globalization.

Ladies and Gentlemen,

Friends,

As the socialism of Chinese characteristics has entered a new era, China’s reform and opening up has also taken on new features, generating fresh impetus for world economic growth.

First, more measures to secure opening up. China’s door of opening up will not be closed and will only open even wider! That’s China’s promise to the whole world. We are working to implement the four major opening-up measures announced by President Xi Jinping at the Boao Forum for Asia in April, namely, to broaden market access, to create a more attractive investment environment, to strengthen protection of intellectual property rights (IPR), and to take the initiative to expand imports. We are also going to hold the first China International Import Expo in Shanghai this November. It is believed that as China opens wider, it will bring more benefits to the world.

Second, more endogenous impetus for growth. As supply-side structural reform and innovation-driven development strategy make further headway, domestic demand has become an important factor that supports the high-quality growth of China’s economy. Statistics show that, from 2008 to 2017, the annual average contribution by domestic demand to economic growth accounted for 105.7%. In the first quarter this year, the share of consumption in economic growth has reached 77.8%. Domestic demand will remain an effective and strong driving force, transforming China from a world factory to world market.

Third, more high-level international cooperation. The Belt and Road Initiative put forward by China not only propels China’s own reform and opening up, but also offers a Chinese approach and Chinese wisdom to improving global governance. Five years on, China’s trade in goods has totaled more than US$5 trillion with countries relevant to the Belt and Road Initiative. China’s investment in these countries has topped US$60 billion, while over 200,000 jobs have been created for local people. The principle of extensive consultation, joint contribution and shared benefits has been embraced by more and more countries along the belt and road, where cooperation is making steady and in-depth progress.

Fourth, more contributions and opportunities to come. Although our world is faced with rising uncertainties and destabilizing factors, a resurgence of unilateralism and protectionism, and a growing backlash against globalization, China has the confidence and capacity to keep the economy at a medium-high rate of growth, and continue to contribute its share to world investment, trade and consumption growth. In the first half of this year, China’s economy expanded by 6.8%, staying within the medium-high growth range of 6.7-6.9% for 12 quarters in a row. We will continue to pursue supply-side structural reform as our main task, promote high-tech industries and advanced manufacturing, foster new forms and models of services and upgrade the industrial structure. We will remain the anchor and driver of global economic growth.

China will continue to work together with the rest of the world for a better future. Following Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, China will work to build a new type of international relations, promote a community with a shared future for mankind, deepen reform on all fronts, press ahead with the Belt and Road and carry out more exchanges and mutual learning with other countries around the world. This year marks the 15th anniversary of the establishment of strategic partnership between China and ASEAN. The mutually beneficial cooperation between the two sides has yielded fruitful results. China has been the largest trading partner of ASEAN for 9 consecutive years, and the two-way investment has exceeded US$ 200 billion. We have every reason to believe that China and ASEAN will stand to gain from open and mutually beneficial cooperation and achieve common development.

Ladies and Gentlemen,

Friends,

Thailand is a good neighbor, good friend and good partner for China. The development of bilateral relationship is blessed with unmatched advantages. First, China-Thailand relations enjoy a long history. Over two thousand years of interaction has forged a strong bond between our two peoples and two cultures, and the friendship between us has withstood the test of times and emerged even stronger.
