Notice On The Updated Requirements Of The Health Code For All China-bound Passengers

To reduce cross-border transmission of Covid-19, starting from November 6, 2020, all Chinese and foreign passengers departing from Thailand to China have been required to get negative reports of both COVID-19 Nucleic acid test and COVID-19 serum serology IgM antibody test (hereinafter referred to as "IgM antibody test") and apply for Health code with "HS" mark(for Chinese passengers) or Health Declaration Form with "HDC" mark (for Foreign passengers, hereinafter referred to as "Health code"). The latest requirements of Health code for China-bound passengers from Thailand are as follows:

1. All the passengers are required to take direct flights from Thailand to China. The Chinese Embassy/Consulates will not issue Health Codes for those who depart from Thailand and transit to China via a third country or region. Passengers shall upload documents such as Thai visa pages, Thai immigration entry stamps and flight itineraries while applying for the Health code.

2. For China-bound foreign passengers of a third country transiting via Thailand.

(I) Do not transit via Thailand without entering the country. The Thai government may consider opening for international transit in the future, but the international transit area of Thailand airport cannot provide Nucleic acid and IgM antibody tests services. Therefore, Transit passengers via Thailand without entering the country will not be able to obtain Health Codes. Moreover, it may cause detention or even deportation.

(II) For transit passengers who entered Thailand

1) For passengers of a third country where there are direct flights to China, they are required to take direct flights other than flights from another country, and their Health Code will not be approved by the Chinese Embassy. The above mentioned passengers who already arrived in Thailand are required to return to the country of original departure and take direct flights to China.

2) For foreign passengers of a third country where there is no direct flight to China, they are required to follow the principal of "transit one time only". Passengers should take direct flights to Thailand and then take direct flights from Thailand to China. Passengers are required to conduct Covid-19 tests and apply for Health codes both in the departure country and in Thailand. Screenshots of the previous Health codes issued by the Chinese Embassy or Consulates in the departure country, Nucleic acid and IgM antibody tests reports issued by Thai medical institutions, Thai visa pages and entry stamps together with flight itineraries are required to be uploaded while applying for the Health Code in Thailand. Passengers without the previous Health Code issued by the Chinese Embassy or Consulates in the departure country will not be issued a Health Code by the Chinese Embassy in Thailand.

3. For China-bound passengers who have received vaccines

(I) Passengers who have received inactivated COVID-19 vaccines such as Sinovac and Sinopharm can follow the normal procedures (conduct both Nucleic acid test and IgM antibody test within 48 hours before boarding and apply for the Health code) and the requirements remain unchanged. If IgM antibody test result is positive due to inoculation of the vaccine, please upload the vaccination certificate while applying for the Health code.

(II)Passengers who have received non-inactivated COVID-19 vaccines such as Pfizer, Johnson & Johnson, Moderna, CanSino, and AstraZeneca, must conduct Nucleic acid and N-protein IgM& IgG antibody tests within 48 hours (valid from sample collected time) before boarding. N-protein (N-Protein or Nucleocapsid) should be clearly stated in the tests reports. The Health Code will be issued only if all the tests results are negative. Meanwhile, the vaccination certificates are required to upload while applying for the Health code. The medical institutions qualified for N-Protein test (N-Protein or Nucleocapsid) in Bangkok and surrounding areas are as follows:

(III) Passengers should complete the prescribed numbers of inoculations of the vaccine. For the two-doses prescribed vaccines, passengers who have been vaccinated only one dose are regarded as unvaccinated.

4. For passengers with the history of Covid-19 infection

Passengers who have been diagnosed with COVID-19 by a medical institution or who have not been diagnosed but have tested positive for Nucleic acid, IgM, or IgG antibody (not including positive test result caused by vaccination), should truthfully report their infection history and testing results to the Chinese Embassy/Consulates, and submit the following documents before applying for the Health code:

(I) Provide medical certificates including Chest CT or X-ray reports (The certificates must indicate that there is no abnormality in the lungs or the person has recovered from COVID-19) issued by the medical institutions recognized by the Chinese Embassy/Consulates, together with two negative Nucleic acid tests reports at intervals of more than 24 hours, and one negative IgM antibody test report.

(II) After completing the above mentioned procedures, please conduct self-quarantine and health monitoring for at least 14 days to ensure that the passengers have no abnormal health conditions.

(III)Conduct Nucleic acid and IgM antibody tests(Both tests must be negative)within 48 hours before boarding in two different medical institutions designated by the Chinese Embassy/Consulates and upload the relevant reports.

(IV) The women who are pregnant and the children aged no more than 14 years old are not required to take a Chest CT or X-ray.

5. For passengers who have had close contacts with the COVID-19 confirmed cases

Passengers who have had contacts with confirmed cases or asymptomatic infected persons without effective protection should truthfully report to the Chinese Embassy and conduct self-quarantine and health monitoring for at least 14 days before scheduled traveling.

6. For the requirements of medical institutions and reports.

(I) Applicants must present their valid identity documents to the medical institutions designated by the Chinese Embassy/Consulates for sample collection and testing in person. Door-to-Door testing or entrusting a third-party agency for sample collection will not be accepted.

All the 6 medical laboratories including PCT Laboratory Service Co.,Ltd, Bangkok Genomics Innovation Co.,Ltd, NewGen Diagnostics Co.,Ltd, Medical Line Lab Co.,Ltd, Bangkok R.I.A.LabCo.,Ltd, and Labhouse (Chonburi) Co.,Ltd are required to state the Sampling Site on the test report. Test reports that do not meet the requirements will not be accepted.

(II) The sampling method for Nucleic acid test should be Nasopharyngeal Swab and the test report should include the terms of RT-PCR, etc. The sampling method for IgM and igg antibody test should be venous blood sampling and the test report should include such terms as Serum, Venous, etc. Other rapid testing methods such as finger prick blood sampling and rapid test kit will not be accepted.

(III)The Chinese Embassy/Consulates will verify the tests results with related medical institutions. Passengers are strongly advised to apply for the Health Code immediately after obtaining test reports. Applications submitted within 4 hours before boarding may not be verified and approved in time.

(IV) Thonburi Lab Center is only for deported persons by the Thai Immigration Bureau.

7. Other reminds

(I) Passengers should provide truthful personal information, genuine medical records and close contact history with Covid-19 confirmed cases, alongside effective Nucleic acid and IgM antibody tests and other relevant documents. Those who intend to conceal their illness, provide fake reports and documents, or hire others taking tests on their own behalf shall take legal responsibility accordingly.

(II) Passengers are strongly advised to stay at home within 14 days before boarding and reduce unnecessary outdoor activities as much as possible. Passengers should undergo strict self-quarantine at home and avoid any contacts with others after conducting the required COVID19 tests within48 hours before boarding.

8. Normal application process for foreign passengers and the list of designated institutions

(I) All foreign passengers (including Thai nationals) who are to fly from Thailand to China are required to present the Health Code for boarding. Passengers should conduct both Nucleic acid test and IgM antibody test within 48 hours before boarding, and then apply for the Health Code by logging on the website http://hrhk.cs.mfa.gov.cn/H5/ via computers or smart phones. Passengers must fill in the information required, declare the health status and upload photocopy of passport, Thai visa and entry stamp, Chinese visa, flight itineraries ,vaccine certificate and the negative nucleic acid and IgM anti-body tests reports online, which will then be verified by the Chinese Embassy/Consulates. Upon approval, foreign passengers will receive the QR code with the "HDC" mark.

(II) Foreign passengers are required to present QR code with the "HDC" mark within its validity period to the airlines before boarding and cooperate with airlines for further checking. Please be noted that passengers with expired Health Code won't be allowed to board and are required to conduct new tests as well as applying for a new Health Code.
